Obtaining a Birth Certificate While Experiencing Homelessness – Help for Local Residents

HUD's Point-in-Time Count reported 771,480 people experiencing homelessness on a single night—the highest on record, up 18% from prior years.

Many local housing, shelter, and benefit programs require a certified birth certificate to prove identity.

Without it, residents cannot complete applications for emergency shelter, Section 8 housing, SNAP, Medicaid, or state IDs.

Individuals experiencing homelessness in the United States can obtain free assistance and fee waivers for birth certificates. Many states have laws that allow homeless individuals to receive one certified copy of their birth certificate at no cost.

Why a birth certificate matters for people experiencing homelessness

  • Required for shelter intake and permanent housing applications

  • Needed for federal and state benefits (SNAP, TANF, SSI/SSDI, Medicaid)

  • Essential for obtaining a state ID or driver’s license

  • Opens doors to case management and employment services

Frequently Asked Questions (FAQ)

Is it really free?

Yes. If you were born in California and are currently homeless, the law says you can get one "Certified Copy" of your birth certificate for free. You do not have to pay the government fee.

What if I don't have a computer?

That is okay! You can call us or visit a local library. We can help you find the forms you need to print out.

What if I don't have a mailing address?

This is a common problem. We can help you find a local shelter or a "General Delivery" post office where your certificate can be sent safely.

How long does it take?

It usually takes a few weeks for the county to mail your paper. We will help you check on it if it takes too long.

Do I need a picture ID to get my birth certificate?

Usually, you need an ID to get an ID. This is the hardest part. However, because you are homeless, we can help you use a special form (an Affidavit) signed by a social worker or shelter to prove who you are.
